problem w/electrica fan

hey guys I recently did the taurus 3.8 fan install on my s14,I did everything like its listed on the 240sxforums.com in the diy section (I know youve guys been there) but the problem is that the fan only turns on when the a/c in on,,by the install guide its suppose to turn on when ever the car reaches a certain temp or the once the a/c in on,but if I let the a/c off it wont turn on no matter what temp..like I said I did the install exactly the way in the guide ,,btw I put the low speed wire to the fan relay 1 and high to relay 2.so can anyone thats done this install tell me what additionally I have to do so the fan can turn on w/the temp and also the high speed would never turn on even when the temp meter is past half?
