Looks like Cali has more problems requiring more and more funds from a community that is running lots of corporations off.

Is it possible for a state to file bankruptcy?

Well, once all the occupants of the CA state penal system marry one another, the State can go after the spouse's health insurance provider for reimbursement.

According to Wiki, there are approx. 264 private prisons in the U.S. housing ~99,000 inmates. I know Wiki isn't always exactly right -- but I know there are private prisons out there -- it is just that the whole prison system isn't private.
