I just got my precision turbo and now I need to get a flange for my DP. The turbo has a 5 bolt turbine pattern. Is that the same as the garrett 5 bolt?

I am not sure which flange to go with... the outlet on the turbine is 2.5" wide... so would a 3" wide flange really matter? I think the 2.5" outlet would pretty much defeat the purpose of using a 3" DP.

Would it be better to run a 3" DP or a 2.5"? I am shooting for around 400 HP on a precision sc44.

I still think you should go with a 3" DP. It wont be as good as having a 3" outlet and DP, but I think you should still see some gains over a 2.5" DP. I remember seeing a setup (I think it was a single turbo Supra) that used a 3.5" DP even though the turbine outlet was smaller.
