Power to all Accessories after shutdown and key out

The title really say it all. Right now when I shut my car down I still have power to everything but the dome light(i think the bulb is shot). Everything works as if the key was in and the car was set to on.

What happened before this was my ecu was acting up so I replaced it with one from a 93 NA (I have a 90 NA) Before we replaced it we were thinking it was a fuse or something so we replaced some blown ones we came across. The car does show sighs of having an after market alarm in it before i got it could that be doing anything.
