Power steering won't work

Ok so I am about to buy my first z. Well I'm really trading for it but w.e. the thing is that the power steering and speedometer do not work. I've read that if the tachometer still works, which it does, then it could be just the gauge is broken. He is saying that the guy he bought it from said (he said she said s***) that when he put aftmrkt wheels on it they both stopped working. I don't see how bigger wheels could affect that. Could it? He said that some sensor isn't reading it or something. Please help.



Also the odometer doesn't work.

The speed sensor is strong culprit to look at if the the speedo and power steering doesn't work at the same time. Easy way to figure out if it the speedo or connection, is to try and run with the cruise control. If the cruise works, speed sensor is just fine. If it doesn't something to look at. Now all this is dependent if the cruise worked in the first place.
