my FGY33 does not do this.
there is a solenoid, on the rack that controls fluid metering and is used for the variable assist. The pump is a dumb hydraulic pump.
could be your pump is bad, could be a problem with that solenoid (but note that both the 'fail-safe' AND the nominal idle speed/0 mph condition is to activate the solenoid, and increase the pressure---which seems to match your described condition.
