power steering squeals for a fraction of a second when start

My wife's Infiniti Q45 started squealing only when starting car. I looked under the hood and I noticed the idler pull appeared to be frozen. I replace the idler and the one for the actual too.while at it. The other two had already been replaced in 2014. Well I tighten the belt according to the calculation of , distance between the pulleys in inches times a 64th/in. And it was OK for a little while. She complained that when she started it up after work the steering wheel was jumping as she tried to turn then it got better. I looked as she cranked it and noticed the pull stalling on the PA pump. I tightened it again and it had a brief squeak at first. So I tightened it 1 more turn. It seems OK but I think it is over tightened. I have an idea that just maybe the bi-pass valve is not opening. I thinking it has an electric solenoid. Does anyone think this may be the root cause of the problem.

I haven't heard of that as an issue before... but it's possible. I assume the fluid level is ok? I've heard them groan and chatter a bit with low fluid.

Mine also does this, only during a cold start. After that, it's fine.

my FGY33 does not do this.
there is a solenoid, on the rack that controls fluid metering and is used for the variable assist. The pump is a dumb hydraulic pump.
could be your pump is bad, could be a problem with that solenoid (but note that both the 'fail-safe' AND the nominal idle speed/0 mph condition is to activate the solenoid, and increase the pressure---which seems to match your described condition.
