Power Steering question

Hey guys, just bought my first qx4 (2000, 214k miles) this past week. First time owning an SUV in general too. I have regular width 245 tires on the qx4 and when the car is stationary and I try turning the steering wheel it is VERY difficult to move, even when I drive under 10/15 mph sometimes when making sharp turns it feels like its a little stiffer than it should be. My question was if this was typical or if my power steering was going out and i should be expecting to replace it to get more effortless steering? Its not a big deal but if anything i could probably just throw a new pump in there.

I would expect the average 3 yr old could turn the wheel when the system is working correctly.

First, is there a belt on the power steering pump and does the pump spin when engine is running?
Is there fluid in the power steering tank?
Make sure the steering shaft that runs alongside the inner fender is not being “pushed” against.
