You are correct. The Rogue power steering is accomplished using an electric motor located under the dash. It requires no maintenance. The 'whirring' noise you hear will occur anytime you steer very quickly.
BTW, the reason for the switch to electric power steering is simple: fuel economy. A conventional hydraulic power steering system actually requires a lot of power from the motor to operate even if you are driving straight ahead. An all electric system only operates when needed. Some estimate it can increase fuel economy by up to 5%!
