Power steering issue - M30

Changed out rack and pressure hose. Pump doesn't like it when I cut wheel all the way in either direction. It sporadically tries to kick back. I had some one observing pump and it momentarily freezes at these times(for a flash). I got 150k on the pump. I know I had the main belt replaced less than 5k ago. Air in system, belt loose, pump bad ?

How does the fluid look... foamy or normal?
