Power Steering Help! 91' S13 non-hicas

I'm trying to install a power steering rack. I've been trying for over an hour to get the 17mm high pressure line tightened up to no avail. I believe I may have stripped the rack or the fitting during the reinstall.

After doing some searching this seems to be a common problem. What are my options?
Rethread the rack and the fitting. Do I need to buy a new fitting and rethread the opening to the rack. I understand the thread pitch is 16mm X 1.5 (proof that I searched first). Are there any other options?

I used a tap to rethread the rack opening and used the die on the fitting to clean up the threads, and I still cannot get the power steering rack to hook on to the fitting. I put the old rack back in and was able to tighten it all the way.

Did I possibly cut to much metal from inside the rack. Does anyone have any suggestions?

Do I need a new steering rack or can I remove the housing from the old rack and place it on the new one?
