Power Steering fluid hot max or cold max
i checked my car's ps fluid level and it was on Cold Min it was freezing ou and so was the cars engine so my question is it it normal or where should it be filled up tothanksD

You generally want the level somewhere in the middle of the cold "range". Cold min is the lowest you want to allow it to drop.
