power on a budget

i have a goal of reaching 400-450 hp, to get there i wanna use a Garret gt2871r or maybe a gt30, and i know there is a lot that goes into an upgrade like that, like 740cc or bigger injectors, camshafts, valves, valve springs, retainers, head gasket, fuel management, (i already have a Power FC so...) bigger intercooler?( i have a Greddy spec M), ill also need a turbo manifold, im sure im forgeting something, anyways these parts are not cheap and the USAF dont pay me enough, so my question is can i do this one or two steps at the time, like maybe, upgrade my internals or get bigger injectors b4 i get the big turbo?, or maybe get the turbo first and limit the amount of power i get from it with my AVC R, until i have the rest of the parts i need.i know this might sound stupid but i know there's a lot of people out there that dont have 3 or 4 grand ready to dump it on their car...

please let me know

Since you already have an awesome Tuning Base id go

1) 740cc Injectors, Nismo FPR, Hardwire Walbro Pump

2) HKS 264/272 Cams, Valve Springs/Retainers, Greddy Intake Manifold

3) Full Race Twin Scroll GT30R (450whp @ 18psi)

i would buy the internals first like srings retainers head studs /gasket, plus what drifter prodigy said and when your ready throw em all in, thats how i did mine, i kept buying and collecting parts till i was ready
