Power mirrors not working.

My little sister just got a 99 gxe, and the power mirrors arent working at all, either side. i looked through the fsm and cant find a diagnostic procedure. fuse checks out, any ideas?

-update- i pulled the door skin off the drivers door and its all screwed up, no motor, two plugs go to nothing, the cable was cut for the window, the track isnt even bolted in... one of the plugs has 6 or 8 wires coming out i cant remember how many, and two of the wires go to the tweeter, could this cause the mirrors to not work, and where is the other end of this plug supposed to be?
