Topic has been covered many many times, and this is in the wrong section. Moving it to general.

Plan to do maintenance to the new engine before you start slapping power adders on it.

I'm no VG expert but isn't the NA VG complete garbage for boost?

OP, no free fish, please do your research, as Ace said it's been covered plenty.

BTL, I dont think the OP is talking about boosting a DE but rather swapping to a DETT.

You are dreaming, 430whp on T22s and a tune that wont blow your engine apart.

I could probably make 350hp out of a n/a.. But within five minutes all of the rods would be knocking. 21psi, from what I understand, is way out of the stock turbos efficiency range. They wouldn't hold up long at all at that rate. Normally speaking when we guess-timate hp/tq it's reliable power.. Not the max you can push.

OK, I stand corrected. But with that parts list, not upgrading turbos is ridiculous especially since the 530s will give you more power and a better range. But I stand corrected none the less. OP if you want a streetable Z with stock turbos and you don't have 100 octane available and don't have ~30k to spend on parts then I'd say 430 is a good goal.

Fuel needs to be specified when talking about power. Any other replies with out specifying fuel are pointless.

Well, from what I've read you can TT a "N/A" block. You just have to change out a few things to accommodate the turbo's oil system and coolant system. Of course building the internals to withstand the boost and higher temps/pressure. http://www.doubledesign.ca/na_tt_swap/ this has all the info for the differences. Basically the machine work from the factory is the same, just some of the passages are "plugged" because of the lack of turbos. But I digress. Z1 sells a "kit" for each horsepower level and supposedly they guarantee that your car will make x amount of power with said upgrades. That would be the simplest way to figure out approximately what you will have to get to make whatever power you want. Building for more power than you will run is always suggested. You don't want to try to max out your injectors or turbo's, they tend not to last as long.
