Power Fc, IACV Idle adjustment?

Problem is, i have a 98 s14 tuned with an Apexi Power Fc Commander
And i recently cleaned the IACV to try and adjust my idle, but if i turn the knob on the IACV nothing happens either way
And if i try to adjust idle using the Power FC nothing happens. So only way i could adjust idle was with the little screw on the throttle body.
But im wondering what the line that comes from the bottom of the IACV connects to because as of how i got the car that line is just plugged with a little bolt. So no air in or no air out from that line.
Where should that line really be connected to?

That line, if I understand your writing. should connect to the cold side intake pipe.
