Possible VTC issue

Don't kill me if I'm just being paranoid.

First off the car is not running yet for a few reasons. I have everything wired up and ready to go just have to button up a few small things. However, I busted out the multi meter just to check a few connections and such and came across something I thought was odd. When I went to check the VTC solenoid plugs I found that one (drivers side) was receiving 12+volts and the passenger side was not getting the same amount, also when I would unplug the the drivers side plug it would click (assuming the solenoid cutting in and out) whereas the passenger side did not do anything. This is with the key on ACC.

Is this normal or is something incorrect?

shouldnt have power to the red wire on that plug unless the key is powered on to run position...check it with the ecu keyed on, else you know you can email me.

Remember the VVT oil presure is cutoff at 4500 rpm so no voltage until then.

The 14 psi idle oil pressure is not enough to move the cam into advance position which occurs as oil pressure rises above 20-30 psi.
