Possible Power Steering Problem

My car is making a whirring sound every time I turn the wheel at low speeds. I tried looking for the power steering fluid reservoir to check the level of of PS fluid, but I can't find it. I guessing it my be the power steering pump going out. Also, from time to time, when turning the steering wheel, smoke will come out of the exhaust. Anyone have any suggestions?

My car was making noise/whining when I turned the wheel. I was extremely low on fluid due to a small leak. I filled it up with Lucas power steering leak stopper. Definitely fixed my problems but I probably need to replace my return lines eventually.

Anyway, it's a reservoir in your engine bay. It's not too hard to find. It should be near your driver side strut tower. You need to locate that and check your fluid before anything.

I see that I have an S14. I have an S13, does that matter? I will check to see if I can locate it tomorrow. The problem is, it's not clearly stated, whereas everything else is.
