Possible Clutch Problem?

When I step on the clutch, everything feels fine, but when I start to slowly release it, it feels kinda rusty, like it won’t come up smoothly. Also, the car won’t start to move until the clutch is about 60% up from bottom (when the clutch is all the way down). I used to drive a Prelude and I drive my gf’s ’04 Mazdaspeed Miata, so I’m used to the car moving when the clutch is barely lifted from the bottom. If this is confusing, sorry, but this is the best way I can explain.

You can adjust the pedal to engage lower if you want to.
