Well I did this on my back under my car, as I don't have a lift. If you can find/rent one for the day that would be best.
I power-washed the undercarriage two days before I painted and then didn't drive it, the surface needs to be really clean. I then scraped off and large chunks of rust, leave anything that was not loose.
You need to be covered head to toe, this stuff is impossible to get off you once it dries. I basically just started from the rear and slid forward, covering everything that seemed to be rusting. I left most of the engine block uncovered as it is made of something that doesn't seem to rust. I did paint most of the exhaust pipes, but left the muffler unpainted - I was told not to paint sections that are subject to extreme heat.
I just used a regular paint brush.
