Do they go UP with the headlight switch? The easiest way to make headlights sleepy is to cut a wire behind that switch on your dash, and somebody may have just cut the wrong wire(s). Pull out the switch and see if anything looks amiss in there.
Since neither headlight works, it's probably wiring as opposed to motor problems. I'd put my money on some pinched/cut/frayed wire in the dash by the switches. My '92 headlights won't go up sometimes. Turning them off and on all the way to brights and back off a few times usually convinces them to come up.
