Pop-up headlights are going opposite/reverse directions

I've scoured the forums but haven't seen on this topic.
History: I bought a 240 with the driver side headlight already at UP fixed position (I presume a bad headlamp motor, knob didn't turn it down). When I turn the headlights ON then the passenger side would go and stay UP and both headlights turn ON in both low and high beams.

Now: I just replaced the driver side's headlamp motor with a Cardone refurb. I turned the knobs so both headlights are positioned DOWN.

However, they are doing the reverse of each other.
1. When I turn on the lights, both headlights pop UP then the driver side goes DOWN immediately while the passenger stays UP.
2. When I turn off the lights, the reverse happens. The driver headlight goes UP and the passenger goes DOWN.

I waited for over 15 mins, and tested several times due the headlamp timer's initialization as others have mentioned here.
I've tested by switching all three H/L relays under the airbox around. So I feel it isn't a bad relay there. I haven't tried the H/L relay next to battery yet.

Did the previous owner do a hack on the wiring on the driver side headlamp?
Is it Misbehaving refurb headlamp motor?
Is it the diode pack behind the radio?
Is it a bad headlight switch and needs to cleaned or replaced?

Your help is greatly appreciated.
