Pop up headlight problem

Well I own a 1989 240sx and the headlights will not go down . You can manually put them down ,and you can make them go up by either switching on the headlights by using the switch on the steering column. You can also make them go up by pressing the switch on the left hand side of the dash. They will not go down by either turning off the headlight switch on the steering column or by pressing the switch on the left side of the dash. I checked the fuses (which were good) and I replaced the relays ,and still no go . Any Ideas??? Anybody know how to check a relay to see if it is bad or good ? Those that I replaced were removed from a junkyard car .

just get a new headlight motor they are only like 50 bucks from a scrap yard...my passenger headlight would only go down and not up and it was fine after i changed the motor...if u want cheaper than 50 look on ebay for the user "bartmod" he is a very reputable dealer i get alot of stuff from him i got the motor for 15 + 10 shipping from him and it was very good condition
