pop up headlight problem HELP!

hey guys whenever i push the switch on my dash that makes the lights go up and down it makes the passenger headlight go up and down constintly while my driver head light stays up so i have to drive with both of my headlights up all the time anyone know what it can be?

oh and also my passenger headlight went out and i replaced the bulb but it still doesnt work does anyone what this problem can be?
