Pop Up Headlight Dilemma

The lights (bulbs) work fine. However, when I turn the headlights on the driver side will pop up and the passenger side will pop up halfway, then down, then halfway up again. Then, I will turn the lights off and the passenger side will go down, but the drivers side stays up.

Any suggestions? I'm no electrical genius so if it's anything but a quick fix I may have to take it in for this.

This has definitely made a Silvia front end conversion look really good...

Mine did it too but I fixed it by pressing the button on the dash that leaves the lamps up when lights are off then i got out popped the hood and adjusted the lights up so that way they stay up permanently.
