Poor gas mileage for a 1998 Pathfinder SE

I am averaging just over 13mpg on my 1998 Pathfinder. I have changed the spark plugs, wires, distributor cap, pvc valve, and cleaned my k&n air filter. I will be replacing the fuel filter shortly.
What are other drivers averaging mpg with similar/same year Pathfinders? Do you thinks these maintainence steps will significantly increase the mpg?

PS. Is the fuel filter located at the rear and under the truck near the differential?

Yes for the location of the fuel filter. I used to get low gas millage. Its been way better since I did an engine flush.

Did you use an oil additive to perform the engine flush? If so, what product did you use?

97 QX4 3.3 for the past 13 years gets 30-31 MPG imperial highway and 16 city. Transport Canada claims 24 highway don't know city.
