I changed my alternator/fan belt because it broke but when i put it on (im not sure if it was to tight) it made a high piched whistling sound and began to smoke a bit. when i looked under the hood the belt was a bit melted but what was worse was that from the crank pulley water started leaking.... im not exactly sure where this water would be coming from and im assuming that it is from my water pump does anyone know how to fix this or what exactly happened?

Sounds like 2 things: Leaking water pump and/or seized pulley.

so how do i go about fixing this? buy a new water pump? and what about a seized pulley is there a way to tell that its seized and what needs to be replaced? also do you guys have any idea why the pump burst? would it just be cause by car was over heating without the fan/ alternator belt?
