I am in the middle of the under plenum hose replacement and I noticed that the hose that goes to the brake system was rotten. I have had a serious lack of power problem. My question is can a vaccume leak at this location cause a power loss?

Yes - if the hose was leaking it would cause a 1/2" open vacuum leak straight into the plenum. EGR would operate funny, AAC would probably not operate correctly, along with basic intake functions of fuel to air ratios. Bad idle, low power, valve pinging and probably more symptoms that other on this list could explain in more detail than I.
