Plug both.
Looks like part of the heat exchanger (aircon) system.
Might make your heater in the car run a bit cooler, but will still warm you, and defrost as necessary.

They run to the iacv and help keep it warmed during the winter

Pretty sure that we have multiple threads on this in the sr forum

Whomever routed one of those to your throttle body didn't use the proper nipples.

In this picture you can see a lot of the nipples needed.

Image

The two long hoses on the left are for the IACV, and the long one on the right goes to the throttle body. The other TB hose comes off the nipple on the coolant sensor housing.

As for plugging up the two for the IACV. You can do that. There's no need for cross flow between them. They're there for keeping the IACV from freezing up.

Ok obviously I got this wrong and I cant find anything that says where these two plugs are supposed to go or where the IACV one goes to.

As promised I got some pics for you. I opened up my Fsm for the s14 SR and it goes together like so....
Image
The hose on the right side of the Throttlebody goes on the front nipple.
Image
The hose on the left side of the throttle body goes to the one on the backside of that same housing.
Image
The upper nipple on the IACV gets run to the inner coolant nipple, the lower to the outside nipple, hope this helped you

I make a kit that simply bypasses all of that BS. However you can hook it up if you want to. Here is a pic

Oh yeah I talked to you about that kit. I really shoulda picked that up. I hooked it up the way it is stock and my car chokes itself to death after taking years to start. I'm getting frustrated with my car atm. So many things going on with it.
