Please help me find this kit

The only thing I found relatively close to this is the stillen bumper. Spent hours searching and I can not find any more information on this kit. If anyone can help I would greatly appreciate it. I stumbled on this image in this link below

people have talked about that pic. The kit doesn't exist unfortunately, it was a kit design idea..
