Please explain "Balance Factor"

From the Road & Track Article on 1995 Q45t in the "Infiniti Articles" section:

"Its Balance Factor of .3 (8.6 Sport, 8.3 Touring) suggests that it is indeed as much at home on Interstates as it is on remote backroads."

I assume that Balance Factor has something to do with the weight distribution of the Q.

If so, how is .3 quantified? What is does "8.6 Sport" mean?

Does this mean the Q is the closest to being a "drifting" car when stock made by Nissan/Infinti? (ie. better weight balance and weight to HP than 240SX when stock)
