If this is the same plasti-dip that comes in a can or spray can then i would say use something else like high quality spray paint, and add clear if you want a more shiny look. Also the plasti-dip in my experience tends to have the finish of a spray on truck bed liner lol
I don't have first hand experience painting wheels with plasti-dip, but I do have a lot of experience waterproofing servos and other electronics with it. It works very well for that, but tends to peel off easy if scratched and giving it a kind of stringy appearance. I guess the only advantage of it would be being able to peel it off without any harmful effects to the wheels, but i'm sure people have had success with it and you may give it a try since you can peel it off later.
