Actually, the Sylvania Silverstars are brighter than the PIAA's and they're cheaper, and DOT approved.
Anytime you try to go brighter, you have to increase wattage. Then you (at worst) cook your wiring harness OR (at best) your bulbs don't last very long. So stick with the factory wattage.
If your housings are plastic, there are companies that do plastic chrome plating - I'm not familiar with the construction of the 240 housings, but that's one way to change the dispersion of light - Plus, it might look cool....
