so it seems i cant get a straight answer on this, do i need to gap stock rings? if so to how much?

I gave you a clear answer. I told you by factory they are most likely pre gapped HOWEVER!!!!! You should check them, because if you don't and they're not gapped correctly you'll be taking your motor apart in no time. So do it now, and don't worry about it later.

i called my buddy he explained it somewhat, now my rod caps are a lil loose after tq them down i cant win here

Did your crank have any signs of wear or has it been machined?
