Did you put the pipe back and tighten the clamp because 20 vacum sounds good to me. I've been told you should at least have between 15-20 vacum reading on your boost gauge at idle and when your in boost it should go up to whatever psi your boosting.

i hooked the pipe back up, but it just didnt seem like it had as much power when it spooled up, and the turbo kicked in. like even when i am driving and just crusing it reads 20 vaccum until i stomp on it then it goes up.

It should have a lip or bead on the end of the pipe to keep the pipe from slipping off the piping. If it is steel piping take it to any muffler shop and ask them to run a bead around it (for $10 probably). If it is aluminum you will need to call around to find someone that can weld aluminum. My marina and garage both have spool guns with aluminum wire but most garages will not your best bet is either a welding contractor or a boat marina.
