Unless the ECM sees a speed it may shut down the EGR solonoid. The egr solonoid comes on when the hard idle contacts open, that is how it usually works, forget the specific rpm range. Just move the throttle till you hear the relay energize. Is your car a federal model or calif? if its cal it has an egr temp sensor. If it has this sensor the code can be generated for either electrical malfunction of the relay or EGR flow which is what the temp sensor sees. Do an ohms check on your EGR relay should be somewhere between 20 and 40 ohms. if it is lower the ECM will stop trying to operate it as it is protecting itself from being fryed.
