Nobody can actually legalize unless its a 96,97,or98 and they are G&K & JK technologies. Getting them to do it is a different story and the cost would be too much.
There are ways to get cars registered in different states but thats not legal but if you can sleep with yourself there are lots of people in Fl, NY, AZ, OR, & Canada. I don't know who exactly but if you looked around I bet you could find someone.
