I tested my phone while driving home. I was able to pull up my vehicle phonebook and handset phonebook no problem. Nothing was greyed out. I don't have my whole contact list downloaded to the car; just family and a few friends, and my house. I was able to do it with my Note 3 and now my Pixel XL. Only issue I've experienced so far is connecting, and it's only happened a couple of times. Mine does the same exact thing - safety issue?, like not being able to plug in your addresses into the nav system while in motion? Though exactly same thing.
