You don't have to confront the old lady. Just leave a note on each damaged car with a description of the driver and her car, including license plate number, and your name and phone as a witness. They can take it from there. If an opportunity arises, raise the question of her fitness to continue driving.

This old lady doesn't "need" to drive any more than we "need" 300 hp sports cars. But, I support her choice to drive just as much as I support our choice to drive Gs. The real question is whether she is still able to drive without endangering everyone else. If not, she should lose her license on medical grounds no matter how severely the loss diminishes her life style.
