performance problem, please help!

I recently thought that my timing was off because I don't know for sure how to set the timing and if I did it right. I followed the procedure from the FSM and gave it my best shot although I do believe I have that timing chain quide making noise at idle. Everytime I go to disconnect the fuel feel line, there is no pressure or fuel spraying, it can just be slipped right off. I checked the fuel pressure at on position and it reads 34, and about 36 engine running. All fuel injectors did a pressure drop to 20 after the pressure drop test. What I don't understand stand is why there is no sign of pressure when I disconnect the fuel line. Is it leaking off somewhere and if so where do I check. Any ideas, Thank You.
