I'm not convinced chips for any car 96 and newer is worth it. They dont give the gains for the money

True, except for factory turbo cars. The naturally aspirated ones are pretty much tuned out to the limit. The chips just thin the safety margin more.

Actually I was doing a bit of research an on most newer cars they can't really change the A/F ratio or timing much because as you said they are tuned to the limit. They really just change the throttle by wire to make it "feel" like you have more power. I remember reading about a "tune" that was done on an FX45 and it netted like 10 HP for $800

I searched around and the uprev tunes are showing minimal to no gains on an otherwise stock vehicle. 10 HP for that kind of money is stupid, you would never be able to tell the difference. You certainly aren't gonna be gaining 30-40 HP like you can on pre-96 vehicles. 20 HP is barely noticeable and still you'd be better off savin money.

The safety margins are so thin, I doubt there is 10% gain by removing all of them, which will lead to engine damage with one tank of below standard gasoline.

To get real gains, you have to change internals like camshafts and pistons then reprogram.

Turbos are another thing.
