Incorrect. '96 and newer OBD II cars just have to be cleared of check-engine lights.
'95 OBDII cars (like mine) get the full sniffer test. Thats why it was such a ***** to pass mine.

It's a KA-T @ 9 psi, with a JWT ECU, SR 370CC injectors, walbro fuel pump, 2.5" stainless steel exhaust, aeromotive adjustable fuel pressure regulator, some emissions stuff removed, etc etc.
I have written down in my FSM exactly what I did to pass the test but I'm at school right now and it's at home...but more or less this is what I needed to do:
-Retard the timing A LOT (by about 10 degrees)-lower the fuel pressure to about 29 psi (stock is 34.5)-mixed 10-15% pure methanol with 94 octane gasoline-and I didn't run the stock catalytic converter, but I did run a high flow Catco cat
It passed by 6 PPM (parts per million) in the Nox category...talk about by the skin of your teeth!
When I first brought it in and had it tested w/o any "tweaking," the CO and hydrocarbons were plenty low to pass, but they increased after doing the aformentioned.
But anyway, bottom line, my KA-T is nice and street legal
