If you search on Google, you'll find the answers... You can also go through the rule books if you are curious...
However, I'll go ahead and answer this one. At least for SCCA Solo.
- Removing sound deadening, for the most part, is illegal in all street classes. Once you go past the street classes, it is allowed (i.e. Prepared & Modified classes, which are not the same as Street Prepared & Street Modified).
- It is only allowed in Street Mod down to Stock class if the car model came in a package from factory which had no sound deadening (as in some BMW E30's) under the update/backdate or whatever it is called rule. Nissan 240sx's all have sound deadening from the factory, so you are not allowed.
- The other way to 'legally' run in a stock or whatever class you'd fall in otherwise, would be to ask all the competitors if they object. Local events, no one cares unless you are contending for first place, which people will start caring.
- On a practical note, will anyone care? No.
For other organizations and racing bodys, check their appropriate sites.
