It can be, depends on the year of the car and where you are trying to pass emissions. Good luck passing the visual in Cali.
For a '95 and older car they are going to dyno it so low boost, a cat and you may pass. Some states are doing away with emissions testing on these cars so you may only have to pass once more then you are free to do what you want to the engine.
For '96 and newer, all the emissions controls need to remain intact: egr, evap, etc. You will have to figure away for the egr to still function...somehow weld the tube back into the turbo manifold. You can try to go catless and use an o2 simulator on the secondary sensor or I have seen some people fool sensor with just a spark plug defouler (which doesn't happen to fit on the '96 cars because they have that damn little sensor...fook!). You need to not be throwing any codes and get all the emissions readiness checks to set and you will pass.
I blocked off egr, tried the ole resistor in place of the egr temp sensor, and used an o2 secondary sensor simulator threw no codes but was unable to pass since the readiness checks wouldn't set. My car is now registered in unincorporated Wisconsin. Good luck.
