I live in the state of washington, in clark county, the city of Vancovuer, So I've heard that you can't have aftermarket turbos. I was going to run it through just to see but then if it didn't work out. I was thinking maybe drop a KA back in just to run it but its just too much work. but then it came to mind. Don't 200sx run SR20DE(non-turbo). Could it be possible to like get a exhaust manifold from a 200sx and swap it over and remove all the turbo parts. Or if there is a place i can get sr20de exhaust manifolds for 240sx's.

Turboing alone won't make you fail emissions, but you DO have to keep all emissions equipment intact, and make sure you tune the turbo properly so it passes emissions.

Come on, everyone on NWN already told you.. you CAN pass emissions in WA with stock or aftermarket turbos(it doesnt matter), just make sure you have a properly working cat and its completely warmed up when taking the test.. even if that means revving the crap out of it up until the point.

It would be a lot easier to just do that than to swap a KA back in, or change exhaust manifolds, ect ect.
