Passenger side airbag light. (not a reset question)

I searched and couldn't find this in this forum.

When I start my car the passenger side airbag turns on briefly (about 7 seconds) and then turns off. After that it doesn't illuminate whether the passenger seat is occupied or not. Is it supposed to come on when the seat is unoccupied or when there is a small amount of weight in it, such as a small child?

the passenger airbag light is actually part of over 200,000 recalls that nissan is doing for the blinking light, article is found in the link below.

After reviewing my owner's manual, I'm pretty sure that mine operating normally. It says that it will turn off when there a small amount of weight in the passenger side. I'm assuming that the recall is for a constantly blinking light but will check with my Nissan dealer's service department this Saturday when I go in.
