Start reading the FAQ sticky at the top of this forum. Then check out a full kit like JGS Turbo to get an idea of all the parts you need.

Then you have to decide if you want to buy a kit or source the individual pieces yourself. A T3/T04E is just one type of turbo. Almost all turbo setups need similar parts, regardless of the turbo used.
