Private property with a sidewalk on it that people have access to is not for the usage of the "public". It is for the usage of the patrons of the shops.

I hate that crap, we used to have like 2 stop signs down a mile long road, with the rest of the stop signs being on the cross roads. Then some people move into the neighborhood and complain about dangerous drivers and that their child is going to get hit and writes up a petition and now we have a stop sign on every single block. I got pulled over blowing the stop sign(in protest) and I knew the cop. I asked him if he knew why the stop sign was there and we both agreed it was BS. Needless to say I didn't get a ticket.
