Painting in South Bay?

I've been having a horrid experience trying to find a shop to get my Stillen fascia painted. Seems that every place is out to screw me as much as possible.

The one I visited today quoted me for $900 (!!!), and that's without them even installing it, just for the prep and paint.

It would be great if someone could help me out... Is $400 too little to expect? I don't want to pay more for the paint than I paid for the damn bumper. It's getting quite frustrating really. I don't want to resort to Maaco, but that's the way thing are looking right now!
