I think I may be of some service here.
I love painting interior, so I've learned a few things.
1. USE A DEGREASER! If you don't, then you may get the results you all are having and/or bubbles. And don't use just any plan old degreaser. What I use on my projects is Construction grade degreaser used to take 3 year oil off cement. Even if you don't think you need it... use it. The results will really show through.
2. It may be your primer (which I hope you used and sanded like a good monkey ;-) ) didn't curedry all the way, which then carried to your top coat. (Not likely though)

3. Painting is all about the weather. If its not 80-85 out side with low humidity; you may get the results your having. Make sure that when you plan to paint, your weather conditions will be constant for at the very least 2 hours.
This is just my experience. I myself am a fan of Krylon, but you have to put on some clear coat if its a part thats in contact with people...anyways, I hope this helped.
Oh yea; to fix that problem you can try sanding it down (I personally wet sand for the best results) till you get to a solid portion of the paint, and then start over again. Remeber Krylon is for plastics.
