Can someone help I have a P2103 code my throttle bodies won't open or close can you shine some light as to what to do throttle bodies are good they just not engaging.

P2103 code is for the throttle motor relay stuck on, so your problem is in the supply and hot the TB's themselves. The relay is in the IPDM and power is directed through the ECM. Dunno what year your ride is, or coupe/sedan, but if you give more info I can point you to the right places in the FSM.

I have checked that fuse on the ipdm and is good but I don't know why it keeps doing it. It also shows voltage going to the pigtail put new throttles and still no go.

P2103 isn't a no-power situation for the TB's. It's from the ECM detecting the relay is stuck on, not stuck off. It puts the car into full-blown limp, so the butterflies will only move to about 5%. You should see no voltage to the TB's when the key is off, but the DTC means the ECM is seeing voltage even though the relay coil is deenergized. That's usually from a crapped relay (welded contacts or a collapsed arm), but can also be from a shorted coil-driver wire or a melted drive transistor in the ECM.
